Growing up in the South Bronx, and later patrolling those same mean streets as a cop, Bill has had a front row seat to the greatest show on earth. Drawing upon those experiences has given him a special ability to be sensitive to various client needs. Bill has developed a unique visual design that permeates all his work. He is a seasoned leader and problem solver with 20 years experience of making high-risk decisions to achieve results. Distinguished by an outstanding eye for detail and creative flair, Bill has an exceptional talent for developing new and innovative techniques to produce captivating work while working with raw and limited resources.

Prior to Harrington, Bill spent several years as a director and editor for the New York City Police Academy Video Production Unit. While there he created dozens of training and community service programs for the NYPD and both National and International law enforcement agencies. He was requested by the Police Commissioner and Mayor of the City of New York to produce a series of recruitment commercials with the Arnell Group, working with a $10 Million budget. He has produced videos and multi-media presentations for NYPD Bureau Chiefs, Police Commissioners and The Mayor of the City of New York. Most notably he produced and directed a short video for Mayor Giuliani entitled "Operation Juggernaut" to illustrate the largest drug enforcement initiative in US history.

He has worked for clients such as Hollywood director John Landis and producer David Lynch. He created specialty props and miniatures for director Michael Almeryda and even appeared as an extra in the film “COPLAND”. He has also produced and acted in a successful off Broadway production entitled “The Crotona Lounge” for playwright and author James McSherry at The Producers Club in Manhattan.
